Under the Freedom of Information Act 1991, members of the public can request access to information and documents held by the department. A comprehensive overview of how Freedom of Information (FOI) operates in South Australia is available from State Records.
Applications requesting access to documents must be made in writing and can take 30 days to process. You may choose to write your own letter of request, or download the FOI application form below.
In making an application, ensure you:
- specify that the application is made under the Freedom of Information Act 1991.
- include the application fee (exemptions apply for Members of Parliament and pensioners or health card holders). The application fee is $36.75 (as at July 2019).
- specify an address in Australia to which information can be sent.
- clearly identify the documents being sought or the matter to which they pertain.
- specify whether the documents contain information of a personal nature.
- specify the desired type of access to the document, such as inspection of the document at an arranged location or having a copy made.
- provide contact details by which you can be contacted if clarification about the content of your application is required.

If you are refused access to a document (either in part, or full), you will be informed of the reasons why and advised of your rights to seek a review of the decision.
You can seek to have the department review a Freedom of Information (FOI) determination (decision), commonly referred to as an internal review.
An internal review of a determination form must be lodged with ORSR within 30 calendar days of you receiving advice of a Determination that you are unhappy with. In most instances a fee is payable on application. The application fee is $36.75 (as at July 2019).
You will be advised of the outcome of your internal review application within 14 calendar days of receipt within the department.
If you are not advised within 14 days or you remain unhappy with the outcome of the internal review, you are entitled to an external review by the Ombudsman SA.
In some circumstances you are entitled to apply for a review by the South Australian Civil and Administrative Tribunal.
The Freedom of Information Act 1991 (FOI Act) provides members of the public with a legally enforceable right of access to information held by South Australian Government agencies, subject to certain restrictions (or exemptions) that are set out within the legislation.

Structure and functions of the Office for Recreation, Sport and Racing (ORSR)
The functions of the Agency are:
- To provide advice and investment where it supports grassroots engagement, provide inclusive spaces, support high performance training environments and attract major events and tourism.
- To provide advice, support and resources to sport, recreation and racing stakeholders to build on their existing capacity to attract, retain and develop participants at all levels.
- To invest in targeted programs, partnerships and resources that increase access and opportunities for all people to get involved in sport and recreation.
- To identify, develop and support targeted athletes, coaches, sport programs and pathways that maximise the performance of world class athletes.
- To deliver a suite of grant programs that support the achievement of the industry and the government’s sport and recreation priorities, transparently, efficiently and effectively.

ORSR functions affecting the public
The work of the Agency encompasses a range of services designed to make a tangible and positive difference to the wellbeing of members of the community, support the growth of the sector and support the performances of elite athletes at major national and international benchmark events.
Public participation in agency policy development and the exercise of the Agency's functions
The Agency regularly seeks external expertise and community opinion in the development of policy; including from statewide and targeted consultations and advisory committees. To connect with the community, consultation may be undertaken in the planning, development and implementation of policy.
The Agency consults with major interest groups and service providers, circulates discussion papers, calls for submissions on particular topics, and convenes public meetings on legislative reform and policy initiatives.
Types of documents held by ORSR
The Agency holds a wide variety of documents that fall broadly into the categories described below:
- corporate files containing correspondence, memoranda, minutes etc. on the Agency's operations.
- accounting and financial reports on the Agency's business activities.
- athlete records (e.g. case notes).
- personnel files relating to Agency employees.
- internal policies, procedures, and guidelines prescribing how various programs, activities and functions are to be performed.
- general administrative instructions and industrial circulars.
- general publications including annual reports, books, discussion and background papers, reports, reviews, serial publications, pamphlets, posters, surveys, strategies, evaluations, assessments and proposals.
Documents available free of charge from ORSR
Many of the Agency's publications are available without charge and can also be accessed online. Requests for documents can also be made via email to ORSR Enquiries.

Agency policy documents
The Agency maintains a substantial number of internal policy and procedure documents. These include policies and procedures relating to:
- operational programs and service delivery (eg housing and disability services)

- information communication technology
- workforce health, safety and welfare
- records management
Members of the public wishing to access internal policy documents can obtain copies (or arrange to inspect copies if they prefer) by sending a request by email to ORSR Enquiries, by contacting Agency offices during normal business hours (8.45am to 5.00pm, Monday to Friday) or by contacting the FOI email whose details appear below. There is no charge for accessing internal policy documents.
