This five-year roadmap outlines the State Government’s priorities for strengthening the sector, underpinned by a clear mission: to lead and support a proud, active and connected community.

The Strategic Plan centres on four key objectives:

• Sector Success – The South Australian sport, active recreation and racing sector is diverse, equitable and sustainable, enabling growth through an inclusive, welcoming environment that supports lifelong involvement.
• Sporting Excellence – Athletes in the South Australian high-performance pathway receive exceptional coaching, performance support and daily training environments to support their goals for national representation and success at Olympic, Paralympic and Commonwealth Games.
• Activated Places and Spaces – South Australians have access to inclusive, accessible and sustainable places and spaces that encourage sport and active recreation participation at all levels.
• Legacy – Sport and active recreation initiatives leave a lasting legacy, providing social and economic benefits for all South Australians.

With the Brisbane 2032 Olympic and Paralympic Games on the horizon, the plan highlights how this once-in-a-generation opportunity can elevate South Australia’s sport and active recreation system - creating pathways for excellence and inspiring new levels of participation and pride.

Minister for Recreation, Sport and Racing Emily Bourke said the strategy provides a strong foundation to build a legacy around the Games.

“As we look ahead to Brisbane 2032, we have a unique opportunity to enhance South Australia’s world-class standing that goes well beyond medals,” Minister Bourke said.

“We can inspire participation, new volunteers and community connection, while also supporting athlete development and driving economic benefits.

“Through the Games, our goal is to motivate more young people to swap screen time for movement, and build a culture of lifelong participation in welcoming, inclusive environments.”

ORSR Chief Executive Kylie Taylor said the plan responds to an evolving landscape and is focused on future-proofing the sector.

“Participation trends are shifting, community needs are changing, and organisations are navigating new challenges,” Ms Taylor said.

“One of our priorities is to ensure the sector is equipped to adapt; with the right tools, governance, and support to create safe, inclusive and sustainable environments.

“Volunteers are the heartbeat of our sector, and we’re committed to supporting and celebrating their invaluable contributions.”

The 2025 – 2030 Strategic Plan builds on the success of previous initiatives and charts a clear direction to ensure every South Australian can benefit from the power of sport, recreation and racing - now and into the future.
